The PS-28 Cruiser is a full-metal, two-seat low-wing monoplane with cantilevered wings and conventional empennage.

The cockpit has a dashboard with three separate panels for all of the instrumentation. The aircraft can be controlled from both seats with controls and pedals on both sides of the cockpit. The wheel brakes are controlled by adjustable pedals, and the throttle is positioned on the central panel.
